It didn’t matter if it was the Borg or the Sheliak, Picard always had an advantage because he strove to understand who he was dealing with. When faced with Klingons Picard wasn’t afraid to be bold and make challenges, and when dealing with the legalistic Sheliak Corporate he used their inflexibility against them. Picard always tried to understand his opponents instead, and that gave him an edge.
Whether your dealing with an alien species or the annoying guy who won’t stop reheating fish in the break room microwave you’ll have a better chance of success if you understand your foe.
