How many times did we see Picard bringing his senior officers together, presenting them with a problem, and then weighing their suggestions? Picard used the minds and talents of his crew, and genuinely listened to and respected their ideas. If you lead only by decree then you’re only hurting yourself.

By not listening to your team you’re depriving yourself of their ideas and talents. Even when Picard disagreed with someone’s suggestion he listened first and then denied them. In Worf’s case he denied them again and again…

Worf never had a good idea, but Picard still listened to him.
