Did the comic series for Star Trek: Picard hint at a season 3 arrival from Kathryn Janeway?

Could Star Trek: Picard season three see the live-action return of Kate Mulgrew as Kathyrn Janeway?
Kathryn Janeway is once again the talk of the town in the world of Star Trek. Her arrival on Star Trek: Prodigy, played once again by Kate Mulgrew, has remained fans all over the world how wonderful she is as a character.
Yet, while Janeway has been galivanting around the galaxy on Prodigy, Mulgrew has often been asked about returning to the franchise via live-action. As of right now, Picard is the only show that makes sense for this, as it’s within the same time span as Prodigy, so there are obviously more ways of making it work.
More to that end, IDW released their latest Stargazer comic recently (issue #3) and in it, we see a conversation between Seven of Nine and Janeway about Seven returning to Starfleet.
The comic is a prequel to Picard’s final season, so it makes sense that it would tell the story of how Seven returned to Starfleet. Whether or not it’s official canon is always up in the air but in the event it is, this may be hinting at Janways’ live-action return.
Kate Mulgrew and Kathryn Janeway are poised to be the new face of the legacy characters
While Patrick Stewart has been very clear in his desire to keep playing Jean-Luc Picard in another Trek film, it appears as though Paramount is moving away from him and The Next Generation crew.
If that’s the case, Mulgrew seems poised to step in and fill that role. Mulgrew, Robert Beltran is back with the franchise as well, reprising Chakotay for Prodigy, and fellow Voyager cast member Robert Duncan McNeill is also working with Star Trek again (and even hosting his own podcast).
So the Voyager crew may be following Mulgrew to live-action once again, and considering the TNG crew seems like they’re about to be retired, the Voyager crew may get a second life.
After all, if Mulgrew is going to be the new legacy face of the franchise, why not bring back the rest just as they did for Stewart and Picard?
