5 concepts that should be used for Second Contact protocols in Star Trek

Starfleet would be wise to adopt these five principals for Second Contact going forward.

Communications & Starfleet Protocol and Species & Culture Awareness

Within the summit on Communications & Starfleet Protocol, discussions could be geared towards setting up a subspace communication array between the planet and the federation, with an emphasis on universal translators, and the multitude of various approved Starfleet channels and frequencies. The history of Starfleet, the Federation, and other member planets could be reviewed. As well as the Starfleet Charter, the Prime Directive, and other federation protocols and procedures.

As part of the Species & Cultural Awareness summit, there could be an open and honest dialogue on cross-species and cross-cultural awareness to promote empathy and understanding between the SC planet and the federation.  At this time, the SC planet's primary, secondary, and sub-cultural groups and traits could be identified. Additionally, this summit may be better facilitated by a seasoned ship's counselor with experience to navigate the possible entanglements and misunderstandings of cross-species conflict and cross-cultural conflict – while moving towards the Starfleet goal of peace, continuity, and innovation.
