13. The Whale Probe - Star Trek IV: The Voyage Home
The Whale Probe isn't so much a probe, as it is...water? It's the catalyst for the story that is Star Trek IV: The Voyage Home, where Starfleet has to save the whales. The concept misses the mark completely and while Leonard Nimoy wanted to make a movie with a larger message, one that the fandom loved, it still doesn't make for a great on-screen villain, especially when it's not meant to be an outright bad guy.
12. V'ger - Star Trek The Motion Picture
As villains go, V'ger sucked. It did kill two characters, but it was largely a poorly handled space entity within a film, where the focus was more on spectacle than story. The only reason V'ger is this high is because the space entity did wipe out two characters. But considering that one of them was played by Stephen Collins (William Decker), we're not mad about it.
11. Tolian Soran - Star Trek Generations
Credit where it's due, Tolian Soran did blow up two stars. You do that, and you're not exactly a nobody. That said, aside from that, he didn't really do anything. Yes, James Kirk died in this film but he died because a walkway he was on gave away, not because Soran had an epic battle with Kirk. Yes, the Enterprise-D crashed out in this film once and for all. But that was more due to the Duras Sisters than it was Soran. He played second fiddle in his own film.
