8. Beverly Crusher
It may surprise many that Beverly Crusher appears so low on the list, but she honestly isn’t a particularly well-written character and her work as a physician is often frustrating. Despite a calm, friendly demeanor, Dr. Crusher often acts rigid and close-minded. She is also frequently depicted as being fairly unobservant and inattentive.
Unfortunately, Dr. Crusher’s boilerplate competence as a physician is not able to make up for the fact that she is often framed as either an antagonist or a fool (or an obnoxious champion for her son, Wesley) in the few episodes that focus on her. As a result, I can’t really justify putting her any higher on this list.
7. Hugh Culber
On the whole, Hugh Culber is a fine character who is made considerably more interesting by his little stint of being dead and subsequently coming back to life. Of course, the problem that he faces is one faced by many characters on Star Trek: Discovery: He is not Michael Burnham.
That is not a critique of Burnham by any means, but merely the nature of Discovery’s focus on her over the wider ensemble. As a result, while Dr. Culber is a key player at times in the series, he does not have the chance to flourish the way some of the other Star Trek doctors do.
