2. Dr. Tolian Soran - Star Trek: Generations (1994)
Malcolm McDowell plays Dr. Tolian Soran, a very compelling villain who is driven by grief and obsession. Soran, an El-Aurian whose family was slaughtered by the Borg, had a taste of heaven at the Nexus, a realm where time and space don't exist and all wishes come true.
Soran needs to blow out stars and planets so he can get back to his own heaven. Soran is interesting because he doesn't believe in anything. He thinks that death is the only thing in the universe that never changes, thus the lives he puts in danger don't matter to him as much as his urge to be with his family again.
Soran gets Shakespearean weight from McDowell, which is both good and horrible. He is a religious zealot who is so miserable that he would kill everyone to save himself. Soran is also one of the few villains in Star Trek who gets what he wants.
However, Captain Picard and Captain Kirk join forces to set things right after Soran succeeds in returning to the Nexus. Unfortunately, saving millions of lives comes at a cost, which is the death of James T. Kirk. Even if fans still debate about Generations, it alone makes Soran a part of the franchise's history.
