3. Ru'afo - Star Trek: Insurrection (1998)
Oscar-winner F. Murray Abraham makes a villain that could have been boring into one that is interesting. Ru'afo, the head of the Son'a, is obsessed with revenge and youth. He is willing to move the peaceful Ba'ku people by force to steal the healing powers of their planet.
Abraham plays Ru'afo with operatic menace, and his grotesquely stretched skin and decaying appearance show how scared he is of dying. A man who is afraid of time is underneath the prosthetics and rage. This makes him a tragic figure who is consumed by vanity. People often say that Insurrection is one of the weaker TNG movies, but Abraham's strong performance gives Ru'afo unexpected weight.
The problem with Ru'afo is that he doesn't have the same personal connection to Picard that villains like Shinzon or the Borg Queen do. He's basically meeting the crew of the Enterprise for the first time, which makes the conflict less emotionally charged.
