1. A taut cat‑and‑mouse war story

The setup is brutally simple: Romulans have begun destroying Federation outposts along the Neutral Zone, and the Enterprise is the only ship close enough to respond. No one has seen a Romulan in a century, and even their appearance is unknown, so Kirk is essentially fighting a ghost across the border.

What unfolds is a slow, tense cat‑and‑mouse duel between the Enterprise and a cloaked Romulan Bird‑of‑Prey that “Balance of Terror” explicitly frames like submarine warfare.
