Uhura gets the slightest edge over Chapel because her puppet version feels a little more immediately readable from across the room. There is an alertness to her design that fits the character’s intelligence and attentiveness, even in a scenario where all the crew members are learning the profound inconvenience of having puppet hands.
Uhura is one of the most dependable people on the ship, which makes the mismatch between her competence and her small, awkward puppet body inherently amusing. Still, she does not receive the sort of massive visual showcase that would push her higher.
The higher-ranked characters benefit from particularly bold proportions, more distinctive hairstyles, richer comic business, or a greater connection to the episode’s larger emotional and action beats. Uhura has a charming puppet, but she is stuck competing on a crowded bridge with several characters whose designs were practically made to become "Muppet"-adjacent creations.
