Tier 1 is 3 books and minimum spend is $1

Tier 2 is 8 books (which includes the 3 Tier 1 books) and minimum spend is $10

Tier 3 is 18 books (which includes the 8 books included in Tiers 1 and 2) and minimum spend is $18
